Creates a new crime of "misappropriation of a petroleum product or oil and gas equipment" covering unauthorized taking, acquiring, or exercising control over petroleum products or oil/gas equipment with intent to deprive the owner

Prohibits drilling/tapping pipelines or tanks, transporting petroleum products with unidentifiable owners, purchasing from unauthorized sellers, and storing/trading petroleum products through unauthorized methods

Establishes tiered felony penalties based on value: fourth degree felony for $500 or less, third degree felony for $500-$2,500, and second degree felony for amounts exceeding $2,500

Allows prosecutors to aggregate multiple misappropriations within a six-month period into a single charge, with venue proper in any county where the theft occurred

Adds this new offense to the definition of "racketeering" under New Mexico's Racketeering Act, enabling enhanced prosecution of organized petroleum theft operations
