Removes requirement that governor's three appointees be selected from a list submitted by the Governor's Mansion Foundation nonprofit

Establishes staggered terms for appointed members: initial appointments of two, three, and four years, with subsequent appointments all being four-year terms

Changes chair selection from annual election by commission members to direct designation by the governor
