Requires licensure of massage therapy establishments (facilities where massage therapy is offered) beginning January 1, 2027, with the Massage Therapy Board establishing minimum health and safety standards

Defines "massage therapy establishment" with exemptions for health facilities licensed under state or federal authority, health care facilities under insurance code definitions, and offices directly operated by chiropractors, physicians, nurses, physical therapists, or physician assistants

Authorizes inspections of massage therapy establishments at any time, including during operation or when customers are present, replacing the previous limitation to "regular business hours"

Requires massage therapy licenses and registrations issued on or after July 1, 2026 to include a current photograph of the holder

Creates misdemeanor penalties for operating an unlicensed massage therapy establishment, and adds grounds for license denial, suspension, or revocation for therapists who practice at unlicensed establishments
