Requires persons convicted of driving on a revoked license to install an ignition interlock device and obtain an ignition interlock license within 10 days of conviction

Makes driving on a revoked license a case of record in metropolitan court, allowing appeals directly to the Court of Appeals rather than requiring a de novo trial in district court

Establishes ignition interlock licenses as valid for four or eight years, and allows device removal by approved installers without a court order

Permits any person (not just those with revoked licenses) to voluntarily apply for an ignition interlock license

Increases interlock device fund payments for indigent offenders: installation up to $100 (from $50), removal up to $100 (from $50), and monthly usage up to $60 (from $30)
