Prohibits "program training" and "program owning" of racehorses, where a licensed trainer or owner is listed on official race programs but another person actually controls, trains, or owns the horse

Adds statutory definitions for "program owner" (licensed owner listed on program for horse actually owned by another person) and "program trainer" (licensed trainer listed on program for horse actually trained by another person)

Authorizes the State Racing Commission to refuse, suspend, or revoke licenses for individuals found to have engaged in schemes involving program owners or program trainers

Commission may also impose fines and other disciplinary measures when such schemes pose a threat to effective regulation and control of horse racing

Amends the Horse Racing Act (Section 60-1A-2 and 60-1A-11 NMSA 1978) to incorporate these new definitions and enforcement provisions
