Requires hazardous waste disposal facility permit applications to include information on anticipated waste streams, disposal capacity for in-state hazardous waste, and management plans for different waste streams

Mandates the Department of Environment to consider a permittee's capacity to accept and prioritize hazardous waste generated within New Mexico when issuing, renewing, or modifying hazardous waste permits

Amends Section 74-4-4.2 NMSA 1978 of the Hazardous Waste Act to add new permit application requirements and state-generated waste prioritization provisions
