Prohibits ordering troops or armed personnel to polling places, parking areas, or within 50 feet of ballot drop boxes from 28 days before an election through election day, unless necessary to repel armed enemies of the United States

Creates the offense of "interference with elections" as a fourth degree felony, covering actions such as prescribing voter qualifications contrary to state law, imposing unauthorized election rules, or interfering with election officials, voters, or watchers

Establishes civil enforcement allowing the attorney general, secretary of state, county clerks, or affected voters to bring lawsuits with penalties of $5,000 to $50,000 per violation, plus injunctive relief and attorney fees for prevailing plaintiffs

Authorizes emergency election procedures following a declared state of emergency, allowing county clerks to establish alternate polling locations without court approval, use mobile voting units, and transmit ballots electronically when mail delivery is disrupted

Amends multiple existing election offenses to add "under color of law or otherwise" language, expanding criminal liability to cover both government officials and private actors who commit registration fraud, ballot tampering, voter coercion, intimidation, or other election violations
