Requires school districts and charter schools to develop elementary and secondary mathematics professional learning plans starting in the 2027-2028 school year, updated at least every two years

Establishes annual reporting requirements beginning July 1, 2028, including data on students identified with mathematics difficulty, intervention effectiveness, and recommendations for legislative action
