Establishes civil penalties for violations including treble damages, fines of $5,000 to $10,000 per violation, court costs, and attorney fees

Creates a qui tam provision allowing private citizens, the state, or political subdivisions to bring civil actions against violators, with the attorney general having 60 days to intervene after receiving a complaint
