Enacts the High-Quality Literacy Instruction Act requiring all public school students to be taught reading using "science of reading" and "structured literacy" methods, while prohibiting the "three-cueing model" that teaches word recognition primarily through context, pictures, or syntax

Requires public schools to administer grade-specific literacy assessments to all K-3 students beginning in the 2027-2028 school year, with mandatory written notice to parents within 30 days if a student is identified as having a reading difficulty, including a customized read-at-home plan

Mandates teacher preparation programs provide elementary candidates a minimum of 100 hours of supervised field experience implementing science of reading instruction, with programs subject to corrective action plans or loss of state approval for noncompliance

Directs the Public Education Department to assign literacy instructional coaches to elementary schools in the bottom quartile for reading proficiency starting in 2027-2028, with coaches serving assigned schools for three consecutive years

Effective date is July 1, 2026
