Prohibits automated license plate reader users from selling, sharing, or transferring data if they reasonably believe it may be used for immigration enforcement, investigating reproductive or gender-affirming health care activities, or targeting constitutionally protected activities like assembly and speech

Requires out-of-state third parties and non-New Mexico law enforcement agencies to submit written declarations affirming they will not use the data for prohibited purposes before gaining access to license plate reader information

Mandates annual reporting by law enforcement agencies to the Department of Public Safety by April 1, including camera counts, database comparisons, query totals, third-party requests, and out-of-state agency access

Authorizes enforcement by the attorney general, district attorneys, and Department of Public Safety, with civil penalties of $10,000 or actual damages per intentional violation, whichever is greater

Classifies automated license plate reader information as confidential and exempt from the Inspection of Public Records Act, with an effective date of July 1, 2026
