Public post-secondary educational institutions must adopt written policies by September 1, 2026 for library resource acquisition, retention, display, use, maintenance, and deaccession

Institutions must prohibit discrimination against library resources based on disability, race, creed, color, sex, sexual orientation, gender identity, gender expression, family composition, religion, age, national origin, tribal affiliation, or ancestry

Only matriculating students may request removal, restriction, or discontinuation of library resources, and each resource may only be challenged once every two years

Library resources must be reviewed as a whole when considered for removal, with final determinations made in writing and publicly available; resources cannot be removed until a final determination is issued

Library staff members are protected from termination, demotion, discipline, or retaliation for refusing to remove resources before a final determination or for making good-faith decisions complying with institutional policies
