Creates the Child Welfare Authority as an independent state agency governed by a seven-member Board of Regents appointed by the governor, replacing the Children, Youth and Families Department effective January 1, 2027

Board of Regents members must include a children's court judge, licensed foster parent, youth behavioral health specialist, juvenile justice professional, licensed social worker, and two public members with child welfare expertise; no more than four members from the same political party

State Superintendent of Child Welfare position established with required master's or doctoral degree in social work, psychology, or similar field, plus five years' experience administering large organizations; compensated at cabinet secretary salary level

Authority consists of four main divisions: Office of the State Superintendent, Administrative Services Division, Child and Family Welfare Division (protective services and foster care), and Juvenile Justice Division (probation and corrections)

All functions, appropriations, property, contracts, and statutory references from the Children, Youth and Families Department transfer to the new authority; existing department rules remain in effect until amended or repealed
