Creates a new "county dog and cat spay and neuter subaccount" within the existing Animal Welfare Program Fund, dedicated exclusively to funding spay and neuter services for individual pet owners

Counties must contract with licensed veterinarians to provide the spay and neuter services under this subaccount

Appropriates $2,000,000 from the general fund to the new subaccount for fiscal year 2027 and subsequent years

Funds in the subaccount are non-reverting, meaning unexpended balances carry forward rather than returning to the general fund

Expands the existing Animal Welfare Program to explicitly include spay and neuter services for individual dog and cat owners among eligible grant purposes
