Creates a two-year universal basic income pilot program (July 1, 2026 - June 30, 2028) administered by the Department of Health targeting pregnant individuals with income at or below 150% of the federal poverty level

Provides $1,500 per month to test group participants from pregnancy through the infant's first year of life, with a control group for comparison

Requires participants to receive home visits from the Early Childhood Education and Care Department, complete surveys and research forms, and attend recommended prenatal care appointments

Participants who fail to comply with home visits, surveys, or prenatal care requirements are moved to the control group for the remainder of the program

Appropriates $80 million from the general fund for fiscal years 2027-2028, with findings to be reported to the Legislative Education Study Committee by December 1, 2028
