Driver education courses in New Mexico must include at least 3 hours of education and training on driving with vulnerable road users, effective January 1, 2027

"Vulnerable road user" is defined to include pedestrians, emergency workers on roadways, persons riding or leading animals, and operators of bicycles, scooters, mopeds, motorcycles, skateboards, wheelchairs, farm tractors, and similar vehicles without protective shells

Licensed driving schools under the Driving School Licensing Act must meet minimum program standards including both the 3-hour vulnerable road user training and at least 2 hours of DWI prevention and education training

The definition of "vulnerable road user" is added to the Motor Vehicle Code (Section 66-1-4.19 NMSA 1978) as a standard legal term
