Elevates cockfighting penalties to match dog fighting penalties, making all violations a fourth degree felony regardless of the number of prior offenses

Eliminates the existing graduated penalty structure for cockfighting, which previously imposed a petty misdemeanor for first offense, misdemeanor for second offense, and fourth degree felony only for third or subsequent offenses

Prohibits causing, sponsoring, arranging, holding, or participating in dog fights or cockfights for monetary gain or entertainment

Defines participation to include knowingly being present without attempting to stop the fight, or owning/equipping an animal with knowledge of the contest

Makes it unlawful to train, equip, or sponsor animals for fighting purposes
