Raises the maximum age for Fostering Connections Program eligibility from 21 to 22 years old for young adults who aged out of foster care

Expands eligibility to include youth who were in the legal custody of the department through abuse/neglect proceedings, families in need of court-ordered services proceedings, or voluntary placement agreements

Includes youth who had guardianship or adoption assistance agreements in effect at age 14 or older and whose agreements were terminated or whose guardians/parents are no longer providing support

Requires participants to be completing secondary education, enrolled in post-secondary/vocational education, employed at least 80 hours per month, participating in employment programs, or have a documented medical/behavioral condition preventing these activities

Prohibits citizenship or immigration status from being considered when determining eligibility for the program
