Requires employers on public works construction projects to contribute to approved apprentice and training programs in New Mexico or to the public works apprentice and training fund administered by the workforce solutions department

Removes the previous exemption that allowed employers with street, highway, bridge, road, utility, or maintenance contracts to elect not to participate in training programs

Creates a new exemption for public works projects involving crafts or trades not recognized as apprenticeable by the U.S. Department of Labor's Office of Apprenticeship or the apprenticeship council

Contribution amounts must match apprentice and training contributions required under wage rate determinations made by the workforce solutions department

Effective date is July 1, 2026
