Changes the defined term "domestic abuse" to "abuse" throughout the Family Violence Protection Act to broaden the scope of protections

Expands the definition of abuse to include 15 specific categories: stalking, sexual assault, physical harm, battery, strangulation, suffocation, severe emotional distress, harassment/intimidation, telephone/internet harassment, kidnapping/false imprisonment, interference with communication, exploitation/forced criminal activity, property damage, harm to children or animals, unauthorized distribution of sensitive images, criminal trespass, and threats to disclose immigration status

Authorizes courts to grant exclusive or shared possession and control of animals in protection orders, including prohibiting a party from interacting with, taking, transferring, concealing, mistreating, harming, or disposing of pets

Applies protections to stalking and sexual assault victims regardless of whether the perpetrator is a household member, while maintaining household member requirements for other forms of abuse

Makes conforming amendments throughout related statutes governing emergency orders, temporary orders, law enforcement duties, victim cost forbearance, and medical documentation requirements
