Creates the unleaded aviation fuel grant program within the Department of Transportation's aviation division to fund installation of unleaded aviation fuel dispensing systems at publicly owned New Mexico airports that lack them

Awards competitive grants up to $200,000 each to eligible applicants including publicly owned airports, political subdivisions, and Indian nations, tribes, and pueblos

Defines unleaded aviation fuel as alcohol-free gasoline with no more than one thousandth of one gram of lead per gallon

Establishes the unleaded aviation fuel grant program fund as a nonreverting fund in the state treasury to receive appropriations, gifts, grants, and donations

Appropriates $5,000,000 from the general fund for expenditure beginning in fiscal year 2027, with unexpended balances carrying forward; effective date July 1, 2026
