Creates a two-year pilot program establishing a one-credit elective high school course in water management and conservation to prepare students for careers in the field

Requires the Public Education Department to develop curriculum in collaboration with the Higher Education Department, Department of Health, State Engineer, and Indian nations, tribes, and pueblos

Selects three high schools to participate: one from a class A county, one from a class B high valuation county, and one from a class B low valuation county

Appropriates $5,000,000 from the general fund for fiscal years 2027 and 2028 to cover curriculum development, operational expenses, and teacher salaries, with unexpended funds reverting to the general fund

Allows up to 4% of appropriated funds for professional development for educators and administrative costs, and requires annual interim and final reports to the legislature and governor
