Municipalities would retain 100% of penalties and fines collected for red light violations and speeding offenses, eliminating the current requirement to remit half to the state general fund

Maximum penalty for traffic sign/signal violations or speeding offenses remains capped at $100, with no additional fees or costs permitted

Retained funds must be used for municipal traffic safety programs and to offset reasonable administrative costs of the enforcement program

Removes mandatory state auditor review of municipal traffic enforcement vendor contracts and the requirement to remit excess retained amounts to the state

Effective date: July 1, 2026
