Requests the Public Education Commission to create a comprehensive plan for New Mexico to assume full responsibility for education programs currently administered by the U.S. Department of Education

Plan must include recommendations for necessary state and federal statutory changes, administration of state and federal funding (including waivers, transfers, or block grants), and identification of federal education mandates not required by statute that the state should decline

Requires each Public Education Commission member to convene families, teachers, and local leaders in their district to gather input on how the state should exercise control over education

Directs the Secretary of Public Education to inventory all federal education programs and funding the state receives and report to the commission and legislative education study committee by August 1, 2026

Commission must report its comprehensive plan to the governor, secretary of public education, and legislature by December 31, 2026
