Imposes a 12-year lifetime term limit on New Mexico state legislators, prohibiting election or appointment to either the Senate or House of Representatives after reaching that threshold

Changes Senate terms from six years to four years, while House terms remain at two years

Creates an independent "Citizen Commission on Legislative Salaries" composed of nine public members, with no more than four from the same political party, to establish and adjust legislator pay

Requires the commission to file salary reports with the Secretary of State by October 1, 2029 and every four years thereafter, with salaries taking effect the following July

Updates legislator per diem rates to use federal General Services Administration rates for Santa Fe rather than IRS rates, and requires voter approval of these constitutional amendments at the next general or special election
