Requests the Energy, Minerals and Natural Resources Department to convene a working group to design a pilot project for installing portable solar generation devices (plug-in or balcony solar systems) in 5-10 low-income households

Working group to include electric utilities or service providers operating in New Mexico and nonprofit organizations with experience in equitable clean energy deployment and community engagement with low-income households

Pilot project objectives include quantifying monthly energy cost reductions for participating low-income households and assessing grid impacts on local utility distribution systems

Addresses energy insecurity where low-income households below the federal poverty line spend 16-30% of income on energy costs compared to the state average of 3%

Working group must present findings and recommendations to the interim legislative committee on energy and natural resources by November 1, 2026
