Arellanes was tasered 6 to 18 times by Albuquerque law enforcement in 2007 and settled a civil rights lawsuit with the city in July 2010; charges against him were dismissed after an independent review found officers lied to a grand jury

His advocacy contributed to U.S. Department of Justice investigations into Albuquerque police use of force, leading to reforms in taser policies at local, state, and national levels

Potential commemoration locations include state parks, campgrounds, roadways, or landscaped areas in front of state buildings

Recommendations would be submitted to the Legislative Finance Committee
