Requests the Department of Health to convene a statewide youth violence summit to develop a comprehensive approach to mitigate youth violence and establish community-based violence intervention strategies

Creates a planning group including representatives from the Department of Health, Children Youth and Families Department, Health Care Authority, Public Education Department, district attorneys, public defenders, law enforcement, children's court, community organizations, and four legislators

Summit goals include disseminating research and best practices, understanding current data trends, identifying gaps in prevention strategies, and developing recommendations for a statewide vision centered on youth, families, and communities

Requires development of a vision and plan for a statewide office to oversee youth violence mitigation efforts, along with strategies for scaling promising approaches and strengthening data collection

Department of Health must present findings and recommendations to appropriate legislative interim committees by November 1, 2026
