Creates the Office of Aerospace within the Department of Transportation, headed by a Governor-appointed Director, to develop statewide planning for airports, airstrips, heliports, spaceports, and vertiports, with emphasis on intrastate air service to rural areas

Establishes the Nevada Aerospace Development Fund with a $10,000,000 appropriation from the State General Fund for studying intrastate air service development and providing grants to air carriers or governmental entities to establish or enhance air service routes

Renames the Nevada Air Service Development Commission to the Nevada Aerospace Commission and relocates it from the Office of Economic Development to the new Office of Aerospace, with an 8-member board appointed by the Governor

Transfers administration of the Fund for Aviation from the Department of Transportation Director to the Office of Aerospace Director, with $1,000,000 appropriated for FY 2025-2026 and $1,000,000 for FY 2026-2027 to match FAA funds for rural airports

Requires the Office to submit annual reports to the Legislature detailing grant applications received, grants awarded from both funds, and explanations of how grants will be used to provide or enhance air service
