State abortion laws and regulations preempt any local ordinances or regulations adopted by counties, cities, or other political subdivisions that specifically regulate or disproportionately affect abortions or abortion facilities.

Health care facilities are prohibited from making deceptive public statements about services they do or do not offer; the Attorney General may bring enforcement actions with civil penalties of $50-$500 per violation plus attorney's fees.

Health care providers (physicians, physician assistants, nurses, pharmacists) are prohibited from prescribing, dispensing, or administering medications to stop or reverse an abortion unless authorized by their respective licensing boards.

The Board of Medical Examiners, State Board of Osteopathic Medicine, State Board of Nursing, and State Board of Pharmacy may adopt regulations authorizing abortion reversal medications only after determining such treatment meets generally accepted professional standards.

The act becomes effective upon passage and approval, with no fiscal impact on state or local government.
