Authorizes counties with populations between 100,000 and 700,000 (currently only Washoe County) to form regional housing authorities, requiring dissolution of existing individual housing authorities upon formation

Establishes a 7-member commission for the new regional authority: 2 appointed by the county, 2 by the largest city, 2 by the second largest city, and 1 current housing assistance recipient appointed by the executive director

Grants regional housing authorities new powers including entering public-private partnerships, constructing or operating housing projects for profit, and creating nonprofit or for-profit business entities exempt from open meeting requirements

Increases commissioner compensation from $80 per meeting (with $240 monthly cap) to up to $250 per meeting with no monthly limit; Nevada Rural Housing Authority commissioners also increased to up to $250 per day

Exempts housing authorities from payments in lieu of taxes if the property qualifies for existing low-income housing tax exemptions under NRS 361.082, and removes certain income limitations for tenant eligibility
