Creates the Nevada Voluntary Water Rights Retirement Program within the State Department of Conservation and Natural Resources to purchase and retire decreed or certificated groundwater rights from willing sellers through June 30, 2035, with retired rights permanently unavailable for future appropriation.

Establishes the Account for Retiring Water Rights in the State General Fund to fund the voluntary water rights retirement program through legislative appropriations, grants, donations, and federal money.

Renames temporary groundwater permits as "revocable permits" and requires the State Engineer to prohibit drilling domestic wells if a property is within 1,250 feet of a public water service line in designated groundwater depletion areas.

Expands eligible water conservation grant improvements to include grass removal/replacement with water-efficient landscaping secured by conservation easement, and permanent retirement of groundwater rights.

Authorizes the State Environmental Commission to establish water quality standard variances subject to EPA approval, and adds state policy supporting water reuse methods including return-flow credits, direct potable reuse, and indirect potable reuse.
