Exempts convictions for marijuana possession (not for sale) from disqualifying a person from operating, working at, residing in, or being present in a foster home, provided the offense occurred more than 5 years ago

Applies to foster home license applicants, licensees, employees, and adult residents who undergo mandatory background investigations

Amends NRS 424.031 to create an exception within the existing prohibition on persons with controlled substance violations from involvement with foster homes

Becomes effective immediately upon passage and approval
