Applies to the county fair and recreation board in counties with population between 100,000 and 700,000 (currently only Washoe County), which consists of nine members.

Changes who appoints the six industry-representative members from just the three government-appointed members to all members of the board.

Expands Chair eligibility from only the three government-appointed members to any member of the board.

Shifts authority to request new nominee lists when candidates are unacceptable from the three government-appointed members to the full board.
