Defines "private paramilitary organization" as three or more persons operating under a command structure to function as combat, law enforcement, or security units in public places

Authorizes the Attorney General to investigate alleged paramilitary activity and issue written investigative demands requiring testimony under oath or production of documents

Allows the Attorney General to seek injunctive relief in district court to prevent or stop paramilitary activity when there is reasonable cause to believe such activity has occurred or is imminent

Creates a private cause of action allowing persons injured by paramilitary activity to sue for actual damages, compensatory damages, attorney's fees, and costs

Exempts U.S. Armed Forces, Nevada National Guard, licensed security organizations, historical/veterans groups, military science students, and Department of Wildlife activities from the provisions
