Executive agencies must calculate the estimated economic impact of proposed regulations before conducting a workshop, expressed as a single dollar figure including implementation costs and costs to businesses, local governments, and other persons

Agencies are prohibited from adopting any regulation with an estimated economic impact of $500,000 or more without legislative and gubernatorial approval

Regulations meeting the $500,000 threshold must be submitted to the Director of the Office of Finance as a legislative measure for approval by the Legislature and Governor

The Director of the Office of Finance is authorized to request drafting of legislative measures to enact proposed regulations that exceed the $500,000 economic impact threshold
