Appropriates $15,000,000 from the State General Fund to the Department of Education for grants to school districts and Nevada System of Higher Education institutions for dual credit programs at public schools

Funds cover student fees and instructional materials for pupils demonstrating financial hardship, including first-generation college students, those from underserved communities, and students receiving public assistance or free/reduced-price lunches

Prohibits the Department from imposing geographic limitations on program locations, restricting course subject areas, or interfering with instructor selection by higher education institutions

Requires grant recipients to submit reports to the Interim Finance Committee by December 18, 2026, and a final report by September 17, 2027, detailing expenditures, enrollment numbers, graduation rates, and college matriculation rates

Unspent funds must be reverted to the State General Fund by September 17, 2027, with no new expenditure commitments allowed after June 30, 2027
