Expands the definition of "first responder" for workers' compensation stress claims to include civilian employees of law enforcement agencies whose primary duties involve responding to and investigating crime scenes

Adds statutory definitions for "law enforcement agency" (any agency with a duty to enforce the law that employs persons with peace officer powers) and "public safety agency" (fire departments, law enforcement agencies, or emergency medical services)

Allows newly covered civilian crime scene investigators to receive industrial insurance compensation for mental injuries caused by extreme stress from directly witnessing violent deaths, aftermath of deaths, or grievous bodily harm during employment

Requires proof by clear and convincing medical or psychiatric evidence that the mental injury was primarily caused by witnessing traumatic events in the course of employment

Exempts local governments from unfunded mandate restrictions (NRS 354.599) for any additional expenses related to implementing this act
