Prohibits persons from assisting with veterans' benefits claims before the U.S. Department of Veterans Affairs, Department of Defense, or Nevada Department of Veterans Services unless accredited by the VA, with civil penalties up to $10,000 per violation and consumer fraud action remedies for aggrieved parties

Requires the Division of Human Resource Management to employ a Veterans Coordinator in classified state service to oversee veteran hiring and peer mentor programs

Establishes a veteran hiring program to support recruitment and retention of state employees who are veterans or spouses of veterans/servicemembers, including job matching, application assistance, and annual reporting to the Interagency Council on Veterans Affairs by November 30

Codifies the peer mentor program (originally created by Executive Order 2019-05) requiring state agencies employing veterans to designate at least one peer mentor and hold quarterly meetings open to all state employees

Expands eligibility for free annual state park permits to include widows, widowers, parents, and adult children of persons killed in the line of duty while on active duty in the U.S. Armed Forces
