Defines "disability" as a physical or mental impairment that substantially limits major life activities, a record of such impairment, or being regarded as having such an impairment

Maintains existing exceptions allowing courts, law enforcement, and child welfare agencies to act within their authority and prohibiting parents from engaging in unlawful conduct, abuse, or neglect
