Expands the Attorney General's subpoena authority for Medicaid fraud investigations to compel testimony under oath and written interrogatories, in addition to document production, though evidence obtained cannot be used in criminal proceedings.

Establishes court procedures for enforcing subpoenas, allowing the Attorney General to petition district court for compliance orders when a person fails to respond.

Aligns state qui tam (whistleblower) law with federal False Claims Act by prohibiting private plaintiffs from bringing fraud actions already subject to government civil or administrative proceedings, rather than just maintaining such actions.

Creates tiered penalties for failing to maintain Medicaid claim records: misdemeanor for claims under $650, gross misdemeanor for claims of $650 or more (previously all were gross misdemeanors).

Takes effect upon passage and approval.
