Adds pupil-to-licensed-teacher ratios per classroom and pupil-to-specialized-instructional-support-personnel ratios as mandatory subjects of collective bargaining for public school employees under NRS 288.150

Exempts school districts from the requirement to consider State Board of Education recommendations on staffing ratios when the district is bound by ratios set through a collective bargaining agreement

Requires school districts in counties with 100,000+ population to develop improvement plans targeting either State Board recommended ratios or collectively bargained ratios for specialized instructional support personnel

Does not apply to collective bargaining agreements entered into before July 1, 2025

Becomes effective July 1, 2025
