Establishes the Outdoor Education Council within the Division of Outdoor Recreation, consisting of 10 voting members (representatives from state agencies, educators, nature-based education providers, and legislators) plus one nonvoting student member, serving 3-year terms without compensation

Requires the Council to create a designation program for schools meeting outdoor education standards and to recognize an annual Outdoor Educator of the Year with a nonmonetary award

Directs the Council to develop voluntary standards for outdoor education curricula, including interdisciplinary approaches and climate-resilient "living schoolyards" featuring gardens, trees, and outdoor learning spaces

Mandates the Council provide technical assistance to schools developing outdoor education initiatives, prioritizing schools with least access to nature, and identify federal funding sources for outdoor education

Appropriates $6,120 per fiscal year for FY 2025-2026 and FY 2026-2027 from the State General Fund for travel expenses to support Council administration, with substantive provisions effective October 1, 2025
