Requires health insurance policies and plans to cover habilitative and rehabilitative speech-language pathology as treatment for stuttering for persons under 26 years of age, effective January 1, 2026

Prohibits insurers from imposing annual visit limits, limiting coverage based on the cause of stuttering, or applying medical management techniques such as prior authorization or step therapy to these benefits

Applies to individual health insurance, group health insurance, health benefit plans, fraternal benefit societies, hospital/medical service corporations, health maintenance organizations, managed care organizations, and Medicaid

Excludes the Public Employees' Benefits Program from these requirements while including Medicaid coverage contingent on federal financial participation

Authorizes the Commissioner of Insurance to suspend or revoke certificates of health maintenance organizations and other insurers that fail to comply with these coverage requirements
