Removes the exclusion of satellite-based retail voice service from the definition of "alternative voice service" under NRS 704.68886

Allows satellite voice providers (such as Starlink) to be counted among the alternative providers when determining whether a "provider of last resort" can be relieved of its obligation to serve a territory

Providers of last resort can apply for relief when an area has sufficient alternative coverage, including: one wireline provider plus one other technology provider, or two or more wireless/satellite providers, or three or more providers of any technology

The Public Utilities Commission of Nevada must approve or deny relief applications within 180 days and may hold hearings to verify sufficient alternative service exists
