Establishes the Right to Contraception and Family Planning Services Act, prohibiting state and local government entities from enacting laws that single out and substantially burden access to contraception, family planning services, related drugs/devices, or information

Protects healthcare providers' ability to provide contraception and family planning services within their scope of practice from government restrictions

Allows government entities to impose restrictions only if they demonstrate by clear and convincing evidence that the burden furthers a compelling interest and is the least restrictive means available

Creates a private right of action allowing individuals or providers whose access has been substantially burdened to sue in court and recover costs and attorney's fees if they prevail

Explicitly excludes abortion-related laws and public school regulations/activities from the Act's coverage, with an effective date of January 1, 2026
