Creates a new license category for speech-language pathology assistants who hold a bachelor's or master's degree in speech-language pathology or an endorsement issued by the Department of Education on or before September 30, 2026, allowing them to practice under supervision of a licensed speech-language pathologist

Increases maximum licensing fees (application fee from $150 to $300, license fee from $100 to $200, examination fee from $300 to $500) and requires 50% fee discounts for active military members, spouses, veterans, surviving spouses of veterans, and family members of those killed in the line of duty

Eliminates the separate "dispensing audiologist" endorsement by incorporating hearing aid fitting and dispensing activities directly into the audiologist license scope of practice

Limits the exemption from Board licensure for school-based practitioners to those holding a Department of Education endorsement issued on or before September 30, 2026, and requires those practitioners under collective bargaining agreements to be classified the same as licensed speech-language pathologists

Removes federal medical evaluation documentation requirements for hearing aid sales by catalog, mail, or internet following FDA's 2022 regulatory changes, and excludes over-the-counter hearing aids from Board regulation
