Counties with populations of 100,000+ (Clark and Washoe) and cities with populations of 60,000+ must enter into agreements to establish multijurisdictional business licenses for licensed sidewalk vendors and food trucks (mobile food establishments)

Expands the definition of "sidewalk vendor" to include persons selling merchandise in addition to food from conveyances on public sidewalks or pedestrian paths

Prohibits counties and cities from enacting ordinances that restrict sidewalk vendors from selling in or adjacent to public parks, unless an exclusive concession agreement exists or the restriction relates to public health, safety, and welfare

Expands existing multijurisdictional contractor licensing requirements from counties with 700,000+ population to counties with 100,000+ population, and from cities with 150,000+ to cities with 60,000+
