Creates a 6-member Legislative Committee on the Reduction of Nonessential State Expenditures, with 4 members appointed by majority leaders and 2 by minority leaders from both chambers

Requires the Committee to identify state expenditures that may be eliminated, avoided, or reduced, including duplicative, ineffective, or nonessential programs and services

Authorizes the Committee to investigate alleged abuse, fraud, or waste of public money within state agencies and provide written notice with corrective action recommendations

Mandates state agencies to collaborate with the Committee and provide requested information; agencies must report on corrective actions taken in response to Committee recommendations

Requires biennial reports to the Legislature by October 1 of each even-numbered year summarizing activities, findings, and legislative recommendations; effective July 1, 2025
