Prohibits the Nevada Interscholastic Activities Association (NIAA) from retaliating against schools or individuals who advocate for or against policies, including through legislative testimony or communication with public bodies

Bans athletic recruitment by schools, coaches, staff, parents, and booster clubs; pupils who transfer due to athletic recruitment are ineligible to participate in sanctioned sports, and coaches face escalating penalties from suspension to dismissal for violations

Grants immediate eligibility to transfer students to participate in sports if they transfer to a lottery-admission school or transfer before grade 10 (one-time allowance), in addition to existing eligibility for military family children

Establishes a waiver process allowing transfer students to gain immediate sports eligibility for qualifying circumstances including court orders, bullying, discontinued programs, foster care, homelessness, financial hardship, or mental health needs

Requires NIAA policy changes affecting students and schools to follow Nevada Administrative Procedure Act rulemaking, and allows appeals of hearing officer decisions to the local school district; effective July 1, 2025, with regulations due by July 1, 2026
